The Somaliland Coast Guard is at the eve of a significant structural reorganization that will span many years. For the short term, it foremost concerns the strategic Headquarters in Hargeisa and the Operational Fleet Headquarters in Berbera; and the operational Fleet Units that are stationed across the Coast Guard sectors. Part of this reorganization and restructuring process (the so-called Transformation towards the Future Somaliland Coast Guard) involves the establishment of ‘Manning Lists’. Each Headquarters, Base Location and operational Fleet Unit will soon have a Manning List that provides detailed information on available appointments, rank, gender, et cetera. These Manning Lists will also provide an overview of expected vacancies.

Women have a role to play within the Coast Guard organisation. Over the past years, it has become clear that Women can make a difference in resolving conflict and building peace if they are allowed to participate and are fully involved. Women are not solely seen as victims of armed conflict anymore but also as decision makers and peace builders with a clear role to play in security sector institutions, including Coast Guards and Navies. Their full participation in decision-making, conflict prevention and resolution and all other peace initiatives is essential in order to serve the needs of the community as a whole and to the realization of lasting peace. As one instrument to achieve enduring maritime safety and security, the new Somaliland Coast Guard needs to integrate women in its organization and functioning.
The qualifications of Coast Guard Officers shall include, but not be limited to:
- Citizenship of the Republic of Somaliland
- Completion of a primary education
- Good physical and mental health
- No convictions for a criminal offense; and
- Prior history of good moral character and ethical conduct.
The procedures for the selection and testing of candidates for positions as Coast Guard Officers shall include, but not be limited to, a test of general knowledge, which shall include a written test; a test of physical fitness including swimming abilities; a medical examination; a psychological examination; an oral test; and a background investigation. These tests will be used to verify that minimum standards required by law are met.
